outcomes?<\/p>\n<p>&nbsp;<\/p>\n<p>Since the COVID-19 pandemic, the SKG has pledged full public support for the development of \u2018Korean\u2019 COVID-19 vaccines and treatments. Public funding is one of the core strategies of medicine R&amp;D, and the COVID-19 pandemic has also provided a huge amount of financial support to the Korean vaccines and treatments. The SKG supported the commercialization of publicly funded R&amp;D conducted by pharmaceutical companies, and in the process, the R&amp;D output, such as patents or technology of public research institutes were exclusively licensed to the relevant companies. We insisted that R&amp;D outcomes and benefits should be enjoyed by all people and society since COVID-19 vaccines and treatments were developed with the taxpayers&#8217; money. And we further emphasized that the global society should enjoy all of these benefits. This is because not only because of the R&amp;D fund, but also the efforts of research participants who contributed their valuable bodies to the clinical trials should be considered. In other words, it is international common sense to fight infectious diseases together, sharing the achievements and enjoying the benefits of R&amp;D.<\/p>\n<p>Our first EACT Korea brief contains the contents described above. To provide evidence to support our argument, we searched for relevant official data systematically. Data were mainly extracted from the National Science and Technology Information Service (NTIS), which contains public R&amp;D information including programs, projects, human resources and outcomes. According to the NTIS, the SKG supported a total of 11.6M USD as a public R&amp;D for COVID-19 vaccines in 2020. Four vaccine candidates were supported by the public R&amp;D, all of which were developed by South Korean pharmaceutical companies.
