Making Abortion Real in South Korea\u00a0<\/span><\/strong>
\n-PHI Series on Sexual and Reproductive Health and Rights I<\/span><\/strong><\/p>\n

 <\/p>\n

\u00a0We aim to explore the future task of the reproductive health movement and research securing women\u2019s right to abortion in Korea. To achieve this aim, we interviewed six\u00a0obstetricians, 11 activists, and 11 women who had gone through abortion themselves in\u00a02020, tracing the process of abortion as healthcare.\u00a0<\/span><\/p>\n

 <\/p>\n

We found that abortion care has long been considered a\u00a0service-that-exists-but-should-not-be-told issue for many healthcare providers due to\u00a0its illegal status. The neglect of abortion care as a standard healthcare service left\u00a0many ethical and practical problems unsolved, not to mention the quality of the service\u00a0itself. Although many parents choose to terminate the pregnancy in the expected case\u00a0of fetal anomaly, there is no reliable measure to ensure the informed-decision making\u00a0of parents. In addition, we should consider the context of the active termination of a\u00a0fetus with congenital anomalies in Korea. The research participants were concerned\u00a0about two central underlying mechanisms. First, the commercialized technological\u00a0advancement of the Korean obstetrical care market is the problem as it encourages\u00a0more and more pregnant women to utilize high-tech antenatal screening tests such as\u00a0NIPTY. Second, disabling society that does not provide enough resources to live a\u00a0dignified life for those with disabilities, making their family take the toll. From the\u00a0provider\u2019s aspect, termination related to abnormal prenatal diagnosis tends to impose\u00a0ethical strain and pressure on the healthcare providers.<\/span><\/p>\n

Women who had gone through abortion shared their choice and healthcare\u00a0utilization experience in Korea. Every woman used the surgical method, even though\u00a0they wanted a medical abortion as they could not access reliable abortion medication.\u00a0Abortion access, abortion care, and post-abortion care were nowhere near\u00a0standardized processes, often making women feel miserable, anxious, and disrespected.\u00a0Still, participants anticipated the change in the situation by speaking about their experiences.<\/span><\/p>\n

 <\/p>\n

Activists claim that the cost of an abortion is still a massive problem for many\u00a0vulnerable groups, especially adolescents and the poor. They contended for\u00a0women-centered, dignified abortion care, which considers the distinct characteristics of\u00a0sexual and reproductive healthcare needs. Activists demanded the government and\u00a0professional organizations include abortion as essential healthcare in their policy and\u00a0research. They also stressed that responding to the complex healthcare needs of\u00a0vulnerable women should be prioritized.\u00a0According to our investigation, we suggest five tasks for the reproductive health\u00a0movement and Korean society.<\/span><\/p>\n

 <\/p>\n

First, Abortion care should be considered an essential healthcare service.<\/strong> Therefore,\u00a0the government should ensure the availability, accessibility, acceptability, and quality of\u00a0abortion care.<\/span><\/p>\n

Second, the government and professional organizations should put a special effort\u00a0into supporting patient-centered consultation and informed-decision making on\u00a0suspected congenital disabilities.<\/strong> Rather than being swayed by the over-represented\u00a0late-term abortion by the pro-life politicians and advocators, we should gather the\u00a0social resource to ease the burden put on women and providers who mull over the\u00a0termination decision related to congenital disabilities.<\/span><\/p>\n

Third, the government has to stop discriminating the pregnant women who do not\u00a0choose to maintain the pregnancy to the childbirth.<\/strong> To ensure everyone\u2019s reproductive\u00a0rights, the healthcare policies that selectively support would-be mothers should expand\u00a0their subject to every woman who happens to be pregnant.<\/span><\/p>\n

Fourth, discrete policy measures to unburden the abortion provider should be\u00a0arranged.<\/strong> We should not rely on each doctor\u2019s goodwill and commitment but prepare\u00a0for the patient-centered team of abortion providers.<\/span><\/p>\n

Lastly, abortion care policy should consider social inequality, which hinders the\u00a0accessibility of vulnerable groups<\/strong> \u2013 such as adolescents, the disabled, migrants, the\u00a0poor, and rape victims.<\/span><\/p>\n
